Polluted air with impacts on human health and ecosystems is transported with the winds over very long distances. Large-scale biomass burning is an important source for polluted air over the northern hemisphere. In 2006, biomass burning occurred on approximately 2 Mha forest and agricultural land in Russia and neighbouring countries. This highly polluted air was transported across northern Europe all the way to Iceland and Svalbard. High air concentrations of black carbon, ozone and high deposition of nitrogen were measured in Scandinavian forests. High concentrations of particulate matter caused health problems. Large-scale wildfires in Russia have continued until today. The Nordic countries and the EU ought to support neighbouring countries in order to restrict wildfires. Important activities are preventing the burning of agricultural waste and fire-prevention activities in forests.

Ever increasing demands are being made on welfare organizations to display efficiency. Evaluation workshops constitute a form of learning for the purposes of building up competence to conduct evaluations within welfare organizations, with the support of research and development units. In workshops of this kind, welfare work professionals meet in order to conduct evaluations together with researchers/professional evaluators.This article presents experiences from 10 such evaluation workshops conducted in western Sweden.The workshops were perceived very positively by the participants. While the evaluations are being conducted, the participants also develop a more general competence in this field.The evaluations conducted at the workshops are primarily internal, but with external support, with all the limitations this involves in relation to the possibilities for critical scrutiny. Evaluation workshops have a beneficial effect on the learning of evaluation methods by directly combining learning and conducting evaluation. The workshops may also serve to build capacity in the organizations for evaluative work.

The article describes and analyses some preliminary working methods for user involvement in child welfare. The models are based on the results of a national project in Sweden where children and young people have been involved as informants. How experiences and viewpoints from children and young people can be a source of knowledge in child welfare organisations is one of the main questions. The performance and the results of the project are analysed in relation to a theoretical macro-oriented model created to illustrate the need for different kinds of knowledge in supporting the implementation of an evidence-based practice.

This article presents various forms of activities performed by locally based social welfare research and development (R&D) units in Sweden. The authors argue that these units are vital actors in the field of encouraging and strengthening evidence-based social work practice. They are close to social services organisations and have the ability to use flexible methods in order to bridge the gap between research and practice in a local context. The theoretical framework for the article is the organisational excellence model – an archetype for how research can be used in practice.

For 20 years, the Swedish Environmental Protection Agency together with the MISTRA research foundation have funded five air pollution research programmes with focus on producing knowledge that supports policy and emission control in national and international arenas. The research has been multidisciplinary and has included research on emissions, atmospheric transport and transformation processes, human health effects, ecosystem effects, and emission control strategies. Research has also been conducted on the interaction between air pollution and climate change. Over these years, the link between the research programmes and the development of emission control strategies and policies in Sweden, the EU, and the UNECE Air Convention has been of high importance. This report presents how the research programmes have created societal benefits through support for the development of air pollution policies and emission control measures. The report also identifies future research needs to ensure continued progress towards even better air quality for future generations.

This report describes the scientific background and results from the review and revision of empirical critical loads of nitrogen that had been established for Europe in 2011 under the auspices of the UNECE Convention on Long-range Transboundary Air Pollution (LRTAP Convention). In 2020, the Coordination Centre for Effects started a project under the LRTAP Convention to bring empirical critical loads up to date. New relevant information from studies (2010 - summer 2021) on the impacts of nitrogen on natural and semi-natural ecosystems was incorporated in the existing European database on empirical critical loads of N (CLempN). The current review and revision used for the first time gradient studies to evaluate and determine the ClempN. The CLempN were structured according to the updated classification used within the European Nature Information System (EUNIS). Consensus on the results was reached in a UNECE expert workshop on empirical critical loads of nitrogen (26-28 October 2021, Berne, Switzerland), organised by the Swiss Federal Office for the Environment (BAFU), the Coordination Centre for Effects, and the B-WARE Research Centre. The results, as presented in Table 1 of the Executive Summary, show that in many cases the outer ranges of the empirical critical loads have decreased. The resulting 2021 European database includes both revised and newly established value ranges of CLempN for each EUNIS class. The outcomes of this report are of major importance for the protection of N-sensitive natural and semi-natural ecosystems across Europe. This knowledge is used to support European policies to reduce air pollution.
